Can I use a TL265GS in IP-only Mode?

Unfortunately not.

The communications section if the tl265GS is programmable only through DSC’s Connect 24 platform. There for, as you have to pay for cellular service you may as well use it as a backup for the IP path.

Can I use my PSTN dialer and a T-Link at the same time?

Yes, signals will be sent out over both PSTN and the internet at the same time.
The T-Link signal will reach the monitoring center approximately 10-15 seconds before the land line signal.

Can you help program my DSC panel remotely?

Unfortunately not.
